Among the issues voters will decide on in the November 2022 midterm elections are a handful of cannabis-related measures. In some states, voters are being asked to decide the future of adult cannabis use.

Which states are close to legalizing adult-use cannabis?

Arkansas

That Arkansas Supreme Court reigns in September that voters could decide whether to legalize recreational cannabis, overturning a decision by the Board of Election Commissioners that prevented an amendment proposal from going to a vote in November.

Support among Arkansans is growing despite strong opposition from the state governor and conservative officials trying to persuade voters to say “NO” to the cannabis legalization initiative.

A recent poll showed that 59% of Arkansas voters support the voting measure and only 29% oppose it.

If voters approve the initiative this fall, Arkansas will legalize the possession, personal use and consumption of cannabis by adults 21 and older, and its cultivation and sale by licensed commercial establishments.

Maryland

A poll conducted in September by Goucher College and co-sponsored by Baltimore Banner and WYPR showed that a majority of Maryland voters would support a referendum on legalizing cannabis is expected to appear on the November vote.

If approved and put into effect, HB837the Implementation Act, sponsored by Del. Luke Clippinger (D)would establish ground rules for the recreational program on issues such as penalties and extinction, allowing for the purchase and possession of up to 1.5 ounces of adult cannabis.

The measure would also eliminate criminal penalties for possession of up to 2.5 ounces. Under the bill, adults over the age of 21 could grow up to two plants for personal use and give away marijuana without compensation.
