New congressional research group examines Biden’s marijuana…

A new report from the Congressional Research Service (CRS) provided a detailed overview of President Joe’s restrictions Biden’s mass cannabis pardon. It referred to recent state and federal marijuana reform measures.

“While some observers consider President Biden’s clemency a significant change in federal marijuana policy, as a legal matter it has done little to change the growing disconnect between federal and state marijuana regulation,” said CRS, before detailing its limitations, “Marijuana regulation is one area where the divide between federal and state controlled substance laws is particularly pronounced.”

As a marijuana moment reportedthe federal prohibition was mitigated by a Congressional Spending Act that limits the use of federal funds for cannabis enforcement as well as the discretion that prosecutors have exercised.
