Psychedelics Reform Update: NC’s $5M Grant, WA’s Pilot Program, Plus…

Here’s a quick one persecution of the currently discussed state-level legislation for psychedelics regulations April 21:

  • North Carolina: HB727 would establish a $5 million grant fund to expand psychedelic research. As of August 2024, the state health department is accepting applications focused on “breakthrough therapies” — psilocybin to treat anxiety, depression and pain; and MDMA for PTSD for military veterans, first responders, frontline health workers and people who have suffered domestic violence or sexual assault. Three years of research are to be funded.

  • Washington: Multiple modified SB5263 funding psilocybin research and a new pilot program for military veterans and first responders with PTSD and SUDs received final Senate approval and was sent to Gov. Jay Inslee (D) on April 20th.

  • Hawaii: HB1340 is establishing an advisory board on possible regulations for legal access to psilocybin and MDMA once approved at the federal level. The bill was amended and approved in the full chamber Senate and sent back to the House of Representatives for approval, where the chamber expressed its opposition to the changes. Talks are ongoing.

  • Nevada: Changed SB242which will now exclusively create a Psychedelics Working Group, received Senate approval on April 13 and is now heading to full House.

  • Massachusetts: HB3574 Rescheduling MDMA and making it available for PTSD treatment after FDA approval with a $5,000 cap was sent to the Joint Public Health Committee by the House of Representatives with Senate approval on April 18.

  • Iowa: HF240 The removal of psilocybin and psilocin from the state’s Schedule I controlled substances list is pending before the House Public Safety Committee, where the subcommittee unanimously recommended its passage.
