Russian President Wladimir Putin encountered resistance from the country’s citizens when he ordered a partial mobilization at the end of September to repel Ukrainian troops who were beginning to advance.
Putin has now signed legislation to conscript citizens with vacated or pending convictions for murder, robbery, theft, drug trafficking and other serious crimes into military service. CNN reported.
